The need for regional support is rooted in the commitments made in the Convention of the African Union on the Protection and Assistance of Internally Displaced Populations (IDPs) in Africa (Kampala Convention) and in the Pact on Security, Stability and Development for the Great Lakes and the 1969 OAU Convention Governing the Specific Aspects of Refugees in Africa.

It's delivery follows the Decision No 2011/20 of the UN Secretary General on Durable Solutions (DS) and its accompanying Preliminary Framework on Ending Displacement in the Aftermath of Conflict, which requests the UN Resident Coordinators to support governments in the region to identify and implement durable solutions for IDPs, refugees and returnees.
